Te Mana Whakamaru Tamariki Motuhake - Kōanga Update

Kia ora <<First Name>>,

Welcome to our Kōanga/ Spring update. The past few weeks have been a challenge for all of us in Aotearoa with the Delta variant in our community and the resulting change in alert levels across the country. I would like to particularly acknowledge our colleagues and whānau in Tāmaki Makaurau who have been coping through an extended lockdown.

We are thankful to everyone who took the time to meet and share valuable information with us over the past few months that will inform our upcoming annual report. Where Covid alert levels allow, we will continue our visits, with planning for Canterbury and Taranaki/Manawatu underway. We will approach these with care and will be talking to you about whether you are comfortable meeting with us in person or would prefer to speak with us virtually.

I would also like to let you know that over the coming weeks we will be making some changes to our website content and design to reflect the phase of the work we are in.

Kōanga and the September bloom of the kōwhai tree signals new beginnings and preparing for the warmer months ahead. I know we will all welcome Spring and the promise of change that it brings.

Ngā mihi

Monitoring updates

We are making some changes to our monitoring schedule due to the impact of Covid. We have decided to postpone our November visit to Te Tai Tokerau to early next year. Instead, our monitors will be in Taranaki/ Whanganui and Manawatu from 1 November. However, our visit to Canterbury will go ahead as planned. Please find our updated monitoring schedule on our website and the checklist we use before, during and after a monitoring visit. If you are a provider in these regions, predominantly working with those in care and/or their parents and whānau and want to be included, please contact us at info@icm.org.nz.

Annual report

Earlier this year, we sent out requests for self-monitoring information on the National Care Standards to the four monitored organisations - BarnardosDingwall TrustOpen Home Foundation and Oranga Tamariki, who hold care and custody responsibilities. All four organisations have responded to the requests that cover the period from 1 July 2020 to 30 June 2021 and provided essential information for our first report. We are now analysing the information they’ve given us and combining it with what we’ve heard from the communities we’ve visited. Together, this will provide a valuable insight into the quality of care. I’m pleased to say that we are on track to deliver our annual report to the Minister for Children, Hon Kelvin Davis, towards the end of November and I look forward to sharing the report publicly early in the new year.

Transition update

Work on the new legislation that will broaden the scope of the Monitor is in its final stages and we are hopeful that it will be introduced into Parliament by the end of the year. Once the new legislation passes, the Monitor will become its own departmental agency with its own Chief Executive, who will also be a Statutory Officer.
