*4th / Cedar / Blair Intersection: Last week, ANC 4B01 Commissioner-Elect Evan Yeats provided an update (included below) regarding DDOT's proposed plans for the 4th / Cedar / Blair intersection. The plans are available here, and the Takoma Listserv contains additional community discussion regarding the plans. The project is scheduled to begin in January 2019, and we are working to schedule a community meeting for DDOT to present the plans in their current form. As a daily user of this intersection, I am looking forward to implementation of the plans and continuing to work with DDOT.

*Proposed Development at 308 Carroll St, NW: Last Tuesday, I attended a Single Member District 4B07 meeting regarding a proposed development by SGA Companies ( at 300-308 Carroll St, NW, in Takoma. The project includes Hilltop Hostel, as well as the space previously occupied by La Mano and currently occupied by Takoma Station Barber Shop and Spicy Delight, and the adjoining dwelling. The developer plans to go before Historic Preservation Review Board in December. (I have attached a few pages from the Preliminary HPRB Design Package below.)

The proposed development would retain the facades of Hilltop Hostel and the dwelling behind the ground-floor retail, and restore the pre-existing front porches on the two dwellings. A new building behind both dwellings would consist of a cellar and five floors.

The proposed development would provide 79 rental units, including 4 two-bedroom units (1250-1290 SF) on the first and second floors of each dwelling, 14 one-bedroom units (510-660 SF), 8 Jr. one-bedroom units (390 SF), and 53 studios (300-340 SF). The developer said 10% of the units would be subject to inclusionary zoning (affordable), but no more. Zoning relief is being sought since the plans provide for zero parking spaces (although there will be long-term bike storage for 42 bikes and short-term bike storage for 6 bikes).

The plans provide for refurbished storefronts, as well as replaced roofs on the storefronts to make them flush with the adjoining property at 314 Carroll. The developer stated he does not expect the current retail (Takoma Station Barber Shop and Spicy Delight) to stay during construction or return after construction. The developer also stated he is considering five retail spaces to replace the existing three (for a total of 1,600 SF).

The developer has proposed an ADA entrance to the building that would be tucked under the porch of Hilltop Hostel, but he did not know whether the development would have a Carroll Street or Vine Street address.

This concrete breaking work is anticipated to occur through Saturday of this week, and again Monday through Wednesday (11/19-11/21) of next week. Please be assured that all work is being and will be done within DCRA’s permitted work hours of 7 AM to 7 PM.

Ward 4 State Board of Education
Special Election: Tuesday, December 4th

Ward 4 will have a special election on December 4th to fill a vacant State Board of Education (SBoE) seat. Four candidates are running for the seat: You can learn more about the candidates during the Ward 4 Democrats Forum on Tuesday, November 27, 7-9 pm, at Kingsbury Center (5000 14th St, NW).   • A proposed campaign finance bill restricting pay-to-play contributions comes before the full Council on Tuesday, November 20th. More here and here.

  • A proposed bill to allow 16- and 17-year-olds the rights to vote was postponed, killing its chances of passing before the year-end deadline. Hours before the first vote, two Councilmembers who co-introduced the proposed bill joined 5 other Councilmembers to table the bill. More here.
  • A proposed bill to decriminalize Metro fare evasion passed its first vote before the full Council 12-2. More here.
  • A proposed bill to eliminate the statute of limitations for sexual abuse cases passed its first vote before the full Council 12-1. More here.
