Update on the Kūhiō Highway Emergency Repairs

Kūhiō Highway Emergency Repairs.

Project Progress Continues!

 
December 3, 2018 - This is a reminder that there will be a series of road closures next week as the project intensifies. 
  • 11 p.m., Tuesday, December 11, 2018 to 5:30 a.m., Wednesday, December 12, 2018: There is the planned closure of Kūhiō Highway (Route 560) at the Wai‘oli Stream Bridge between Anae Road and Kumu Road in Hanalei.
  • Monday, Dec. 10 to Friday, Dec. 14, 8:30 a.m. to 2:30 p.m.: A single lane of Kuhio Highway (Route 560) will be closed daily for survey work between Hanalei Bridge and Hanalei Plantation Road. The survey work will support the design of slope stabilization project on the hillside adjacent to Kuhio Highway.  During work hours flagmen will alternate traffic operations through the open lane. Motorists should expect delays and travel with caution through the work zone.
All work is weather permitting. Should conditions necessitate changes in the roadwork schedule, the latest information will be posted on the HDOT roadwork page at http://hidot.hawaii.gov/highways/roadwork/hawaii/ or via the Department’s Facebook and Twitter accounts.
 
Earlier this week, per request of the community, the culvert at the Lumaha‘i Ford was cleared out to reduce debris and improve water flow.

The project continues to make progress along Kūhiō Highway. Below youʻll find a full project status update of the various work sites along Route 560 (Kūhiō Highway). Project activity will continue to intensify in upcoming weeks.

Hā‘ena to Hanalei
1 Route 560, MP 10 at Kē‘ē State Park Reconstruct roadway. Texture, finish, and staining complete. Revetment, CRM, paving, and guardrail to be scheduled. 
2 Route 560, MP 9.55 at Limahuli Stream Crossing Repair concrete section lost in flooding. Resurface ford crossing. Design in progress. Debris cleared from culvert. 
3 Route 560, MP 8.7 at Hā‘ena Beach Park Repair roadway shoulder. No staining required, wall complete. Schedule for paving and guardrail to be scheduled.
4 Route 560, MP 8.76 at Mānoa Stream Ford Crossing near Hā‘ena Beach Park Repair entire crossing. Design in progress.
5 Route 560, MP 6.5 Repair Site 2  Debris removal, slope wall installation including soil nails, foot of slope
revetment, guardrail/sign replacement, pavement repair.
Soil nail, shotcrete, texture and finish work has been completed.  Revetment in progress. CRM wall, paving and guardrail to be scheduled.
6 Route 560, 15 or more locations between MP 6.5 and 4.4 (Land slide zones) Debris removal, slope scaling, slope stabilization, guardrail replacements, pavement repairs. The majority of debris removal and slope scaling complete.  Currently stabilizing the slope in two most critical slopes (Slides A & B).
7 Slides A & B Slope scaling and reinforcement.
Started excavation, soil nail anchor and wire mesh installation at slide B in progress. Drainage swale to be scheduled.
 
8 Route 560, MP 6.3 Repair Site 3 Roadway stabilization area. Debris removal, slope wall installation including soil nails, foot of slope revetment, guardrail/sign replacement, pavement repair. Soil nail, reinforcement, and shotcrete placement has been completed.  Staining, paving, and guardrail to be scheduled.
9 Route 560, MP 6.2 Repair Site 4 Roadway stabilization area. Debris removal, slope wall installation including soil nails, foot of slope revetment, guardrail/sign replacement, pavement repair.

Soil nail work has been completed. Reinforcing and shotcrete layer work, texture and staining are complete. Paving and guardrail work to be scheduled.
 
10 Route 560, Repair Site 5 Slope reinforcement. Soil nail work scheduled to start after the completion of sites 3, 4 and slides A & B.
 
11 Route 560, Repair Site 6 Slope reinforcement Soil nail, shotcrete, texture and staining and completed.  Revetment Wall, CRM Wall, paving and guardrail to be scheduled.
 
12 Route 560, MP 5.8 Lumaha‘i Stockpile area Stockpiles are being maintained and erosion control measures are being implemented.
13 Route 560, MP 4.5 Repair Site 1  Roadway stabilization area. Debris removal, slope wall installation including soil nails, foot of slope revetment, guardrail/sign replacement, pavement repair. Soil nail and shotcrete work has been completed.  Texture and finish work is ongoing.  Paving and guardrail to be scheduled.
14 Route 560, MP 4.4 Waikoko Stockpile area
Stockpiles are being maintained and erosion control measures are being implemented.
 
15 Waikoko Bridge Replace existing bridge
Clearing vegetation for utility relocation & laydown areas, utility relocation, constructing equipment pads.
 
16 Waipā Bridge Replace existing bridge Clearing vegetation for utility relocation, constructing equipment work pads. 
17 Route 560, MP 3.7 Staging area Staging area currently in use.
18 Wai‘oli Bridge Rehabilitate existing bridge, remove
debris from under bridge

Removing unsound concrete at existing bridge railings and replacing with new concrete. Removing existing asphalt concrete (AC) pavement scheduled for Dec. 11. 
 
19 Route 560, MP 1 Debris removal, slope scaling, guardrail replacements, minor pavement repair (April). Slope stabilization (Lane). Repairs from April Flood had been completed. Currently preparing scope of work from Lane damages.
20 Route 560, MP 0.5, near Hanalei Bridge Debris removal and slope clean-up. Complete.
Kalihiwai
21 Route 56, MP 25 Debris removal, slope scaling. Complete.
22 Route 56, MP 24.9 Debris removal from under bridge, CRM
wall replacement
Debris removal complete. CRM wall in design.
Wailua
23 Wailua Bridge Debris removal from river under bridge (April). Adding scour protection post Lane. Debris removal complete.  Scour protection measures in design.

Kaua‘i County Website on the April 2018 Flooding

The Kaua‘i Emergency Management Agency has established a website with information on how to get a resident placard, work pass, or shuttle pass for access to Wainiha and Hā‘ena.

Convoy Schedule

A request for a 6:00 a.m. addition to the Sunday / Holiday convoy schedule was received by the Department to allow residents with early morning shifts to get to work on time. That request was approved by the Department. A link of the revised convoy schedule, which began November 22, is available here.

Note: this does not include the schedule for the shuttle operated by the Hanalei Colony Resort.

A request for a mid-morning 10:30 a.m. convoy was received by the Department. Unfortunately, with the accelerated project schedule, we are unable to accommodate this request at this time. We sincerely apologize for this inconvenience. 

Repair Schedule

The initial target for completion of work and reopening of Kuhio Highway between Waikoko and Wainiha was late 2018. After accounting for weather-related delays and consideration of environmental and community concerns, the Department announced in early November that HDOT is now targeting early 2019 for reopening of the road.

A chart showing remaining work needed to reopen the road without convoys and completion targets is available at this link.

Road closures, including weekend closures with ferry access, may be scheduled after the early 2019 timeframe. The estimated completion date for the bridge work on the 3 Ws is Spring 2019. Advance notice of road closures will go out via HDOT’s lane closure notices and the Kuhio Highway Emergency Repairs mailing list.
