  • Elizabethtown based business, Atlas Group Development, LLC was the first loan recipient to take advantage of LTADD's COVID-19 Business Relief RLF program. The loan program offers financial assistance to our small businesses that have been impacted during these difficult times.

Area Development Districts across KY have been working tirelessly to continue providing important services during this time of need.

During this time the Lincoln Trail Area Agency on Aging and Independent Living is working with Community Action and the Senior Centers within our District to ensure that every senior over the age of 60 years has the opportunity to obtain a meal Monday-Friday.  All Seniors Centers, with the exceptions of Bradfordsville, Loretto and New Haven which are closed at this time, are offering a drive thru Hot meal for the Seniors in our community at no cost.  Seniors are required to call the Senior Center the day prior to reserve their meal to ensure enough meals have been prepared.  Any New Senior not currently enrolled will be asked to provide basic demographic information upon their 1st pick-up.  Seniors can also pre-register by calling the Lincoln Trail ADD’s Aging Department at 1-800-264-0393 or (270) 737-6082.

If you are aware of a senior in their home who is isolated, with no means of transportation or no family support in Marion or Washington Co. please contact the ADD for a Meals Pilot Program at 1-800-264-0393 or (270) 737-6082.

Please see the chart below for the break down for the growth of the drive by congregate per county. New Seniors have been added to each program on nearly a daily basis. LTADD has removed all Seniors from the wait list. Meade County Meal recipients have been offered additional vouchers to assist them during this difficult time. If you know of a Senior needing assistance, please have them contact 270-737-6082.
Aging Program Spotlight
Since obtaining the contract in July 2020, the Personal Care Attendant Program (PCAP), has assisted approximately 20 individuals and provided over 18,000 hours of service to these individuals.

  • 18 years of age or older
  • Functional loss of two or more limbs
  • Mentally alert
  • Income eligible determined by 200% of the federal poverty guidelines
  • Must not need less than 14 hours a week of care and no more than 40 hours.
The ability to hire an individual of their choosing to provide assistance with activities of daily living (personal care, grooming, homemaking, meals, transportation, ambulating and transferring, medication assistance, laundry, shopping, and any other needs identified during needs assessment). A wage of $7.98 per hour to the employee.

The Lincoln Trail Workforce Development Board is accepting Request for Proposals for the One-Stop Operator who manages and provides oversight for services and activities provided through the Kentucky Career Centers in the Lincoln Trail Workforce Development Area (KCC-Lincoln Trail). Clerks January Meeting - LTADD staff updated the Lincoln Trail Clerks on the upcoming regional Hazard Mitigation update and the new CDBG-CV funding recently announced by Governor Andy Beshear. 
The Lincoln Trail ADD in conjunction with local officials and stakeholders is preparing to do an update of the LTADD Regional Hazard Mitigation Plan.  In addition to providing a source for data on regional hazards and risk factors; this plan also serves as the focus for eligible mitigation-oriented projects looking for funding through FEMA or other federal programs. Previous projects in the Lincoln Trail region such as bridge replacements, warning systems, property acquisitions, storm shelters, generators and others have resulted from this plan.

To be eligible for FEMA funding streams in the event of a disaster, Counties and Cities must adopt a Hazard Mitigation Plan every 5 years. This plan update will serve as the plan for our communities to adopt to provide this capability. Our staff will be contacting Local Officials to schedule a meeting soon.

FEMA has also opened the application period for the FY 2020 Assistance to Firefighters Grant ProgramThe application period opens Monday, January 4, and closes on Friday, February 12, 2021. FEMA will host live Adobe Connect webinars to provide an overview of the FY 2020 AFG grant program.

Recreational Trails Program (RTP) and Land & Water Conservation Fund (LWCF)
The Department for Local Government (DLG) is currently accepting applications for funding cycle 2021 for the Recreational Trails Program (RTP) and the Land and Water Conservation Fund (LWCF). Both programs have a minimum of $25,000 and a maximum of $250,000 for projects.
The RTP grant can assist in acquisition of easements, development and/or maintenance of recreational trails and trailhead facilities for both motorized and non-motorized use. The grant requires the applicant to provide a 20% match at minimum and funded through the Federal Highway Administration. The deadline to submit applications to DLG is May 31, 2021. The LWCF program provides federal grant funds to protect important natural areas, acquire land for outdoor recreation and to develop or renovate public outdoor recreation facilities. Examples of public outdoor facilities include campgrounds, picnic areas, sports & playfields, swimming facilities, boating facilities, fishing facilities, trails, natural areas and passive parks. The grant requires a 50/50 match and funded through National Park Service. The deadline to submit applications to DLG is May 31, 2021. Click HERE to learn more about LWCF.
