Community Budget Recommendations for NYC Budget FY 2024

Community members are encouraged to participate in the budget process by submitting Community Budget Recommendations for new city services and capital projects for Fiscal Year 2024. A capital project generally has a value of $35,000+ and a “useful life” of at least five years. Requests for regular city services such as street signs, building inspections, parks maintenance, road repair or tree pruning, for example, should be directed to the Community Board office as routine service delivery requests.

The deadline to submit your suggestions is Friday, September 9th. CB14 will hold a public hearing online on Monday, September 12th at 6:30 PM to consider the proposed budget recommendations. If you would like to speak at this public hearing or submit written testimony, please sign up here. Speakers will receive three minutes to speak about their budget recommendation(s) and written submissions will be included the public record.

To learn more about the budget process, to submit a written budget recommendation, or to complete the Fiscal Year 2024 District Needs survey, please use this link. The more recommendations we receive from the community, the better we can make our case to the city! Take a look at last year's District Service Needs Statement and Budget Priorities here.

Autumn Leaf Collection

Homeowners and property owners are required to collect leaves from sidewalks and 18" into the street in front of their property. Large piles of fallen leaves cannot be swept up by the NYC Sanitation (DSNY) mechanical broom as they clog the machine. Uncollected leaves also clog catch basins, which can lead to street flooding.

Please do your part by bagging up all the leaves on your sidewalk and along the curb. Set them out for collection on your regular garbage day, or compost them. We know that leaf collection means extra work for property owners in our leafy district each fall. Thank you for doing your part to keep our streets clean and our catch basins unclogged!

DSNY does not yet offer Curbside Composting in CB14, but you can:

Please note: Landscapers are not allowed to set bagged leaves or yard waste out for City collection. All leaves, clippings and yard waste generated by commercial landscapers must be carted away by the company and taken to a permitted composting facility for proper disposal. It is illegal to blow or scatter leaves around the street, curb or in a neighboring lot. If you hire a landscaping company, please make sure they take bagged yard waste away with them. It will not be collected by DSNY and the property owner is subject to a fine.

Fall Leaf Collection: DSNY will conduct two seasonal leaf collections on Sunday, November 20 and Sunday, December 4, 2022. Leaves should be set out after 4 PM on the Saturday before collection, preferably in 30-gallon brown paper lawn and leaf bags or in unlined garbage cans labeled “yard waste.” Plastic bags cannot be used to discard leaves during the leaf collection period. Leaves in plastic bags will be collected with trash on your regular garbage pick up day. Yard waste from landscapers and other hired professionals cannot be included. The leaves collected on these two special collection dates are composted. Click here to learn more about DSNY's fall leaf collection program.

Fun Facts: CD14 boasts 10,237 city trees. Argyle Road between Dorchester Road and Ditmas Avenue is the leafiest block in Brooklyn according to NYC Parks. Check out the city's Street Tree Map to learn more about NYC's urban forest and stewardship programs.
