GRFU Role in the Covid-19 Emergency 
GRFU exists to further the game of Rugby Union in Gloucestershire.
Our Members, our 79 clubs, are the foundations of the game in the county. We will, therefore, do all that we can to support as many clubs as possible through these unprecedented times.

 
  1. Most clubs will be eligible for support from HM Government
You will be aware of the measures introduced by the government to assist businesses. RFU has now produced very clear and detailed guidance on how your club should take advantage of these schemes – as a priority you should take full advantage of this help.
 
  1. The RFU is also providing a substantial package of measures
Details of this package and an extremely clear and comprehensive guide to the Government Relief Packages are included in the recent Community Game Update

In short:
  • All eligible voting clubs will be receiving their share of this season’s Supplemental Ticket Fund into their bank accounts in the next few days; this amounts to about £600.
  • For clubs with a quarterly loan repayment due in April, this will be suspended.
  • The RFU will be offering loans of between circa £2000 and circa £10,000 with deferred payment for 6 months and repayable over 3 years; further details of this package will be provided in the next week.
  • Further advice will be provided on how government funding can be accessed, as well as other business management advice. In the meantime, do read the  comprehensive guide to the Government Relief Packages produced by the RFU which can also be accessed here
  • THE RFU will continue to provide a free helpline to assist clubs with legal and tax related matters; its number is 0330 303 1877
 
  1. GRFU Immediate Support Fund
GRFU will now re-allocate all remaining RFU funding for this season to this fund and have agreed to dig deep into our own reserves to supplement it. We have allocated an initial £50,000 to the fund, taking advantage of the RFU offer to match funds made available from our reserves. We are meeting on a regular basis (remotely) to determine exactly how that fund will be administered and will provide details to all clubs in the near future.

Initially we will offer:
  • Grants of up to £2,000 per club, depending on need.
  • Bridging Loans of higher amounts, pending release of Government or RFU assistance, where the need for funds is urgent.
Clearly, with so much uncertainty as to when “normality” returns, we will constantly monitor the appropriateness of our response.
In order to ensure that we target our resources on the most deserving clubs, we will require a certain amount of information prior to considering any application. RFU have prepared a template to assist with assessment of claims, illustrated below.
In addition to the information on the template, we will expect to see:
  • Recent Bank Statement
  • Latest Club Accounts
  • Copies of outstanding bills etc.
  • Club’s plans to manage their recovery
Clubs will be contacted by the end of this week with details of how to apply for GRFU Immediate Support Fund Assistance
 
  1. Other Measures to take now
  • Check with your insurance broker to see if you have insurance cover for Business Continuity. Declaration of the pandemic, and government ordered shutdown may allow a claim, but many policies have a “communicable disease” clause that would limit claims.
  • Stating the obvious, avoid any non-essential expenditure
  • If you haven’t already done so consider taking advantage of the government assistance, particularly the “furloughing” of employees.
  • Above all else – STAY SAFE
